Аннотацiя:Security situation in the EU, world and in each territory continuously changes with time, and therefore, it is necessary to form new safety culture taking into account actual knowledge and experiences with interdependences among the public assets leading to extreme social crises. The present findings show that for good security situation in the Europe the strategic, systemic and proactive approach is necessary to use. The paper summarizes the FOCUS project outputs derived by the Czech Technical University in Prague. It gives deficits in disasters? management and shows the procedures for overcoming them.
